Since Puppies/Kittens cannot use stairs, I created an Elevator specifically tailored for them.

Pack Requirement City Living requires City Building objects while Jungle Adventures requires Jungle Building "Portals".

Who Can Benefit From an Elevator WedgeWedge Elevators are designed for all Pets and Toddlers alike, including both animals and children alike.

How to Construct them
Elevators should be set apart from Stairs as older Sims might become confused when trying to use them, making the elevator too confusing and not finding what it needs. I set mine a little over 3 Tiles apart; although one should work just as well. Also I highly suggest installing a ceiling light above your elevator in case its interior becomes too dim when used for travel purposes
